Opening preparation - Scandinavian defense 3.c4 part 1

3.Nc3 is most played by white in the Scandinavian defense, but there's other pretty good options like 3.d4, 3.Nf3 and also the rather unusual, but interesting 3.c4
I first would like to look at 3.c4 Qe4+! 4.Qe2?!, and then in part 2 and 3 look at the much better options : 4.Be2 and 4.Ne2
By coincidence I just had two games in a row where my opponents played the rather unsound 4.Qe2?! line.
