I think it should be a setting for all, even anonymous. There is so much abuse of takeback in anon games. Here is example where they made first move and request takeback.

Mid-game I see it all the time too, especially after thinking a minute, trying to "trap" you into giving them takeback and regaining their lost time. I would much rather play with it disabled at all times. It's just a vector for abuse.

How would you keep track of the choice? Store it in some sort of "account"?

uh the same way other choices are made? Board theme, Sound, etc.
I'm only suggesting to move that Takeback option to the top-right, where everyone can set it

These things are all just settings for your browser to behave slightly. That is very different from disabling takebacks, which needs to be not only known by the server, but also by the opponent's browser.
I really don't see how takeback is any form of abuse or "trap". The abuse may be in wasting your time. But that is only something that can be addressed when playing non-anonymously.
If you don't like takebacks, just log in. I'm pretty sure you have an account.
