I don't see how the link proves your statement. I do see many players (myself including) losing rapidly rating while not playing worse than before but that has to do with deflation of the otb-ratings. At 1st of March millions of ratingpoints will be injected by fide in an effort to counter this trend.

Millions more people are playing Chess after the recent surge in popularity/covid, and increased competition creates a bottleneck in OTB, as there are only a finite amount of tournaments.

We have today much more weak players. So overall level even dropped. Deflation is linked to those weak players trying to win rating points but the pool is too small.
