Who are all these 2700+ ELO untitled players beating IMs and GMs on here?

I think OP meant "rating manipulation". But yeah as you said it isn't even that. The rating system will not be hugely affected (and quickly righted) by a strong players beating weaker players along the climb.

  • Titled players are allowed 2 accounts: one with title like to play titled only tournaments and one anonymous.

In many cases titled players are allowed to have two (or occasionally even more) titled accounts, which looks more logical to me. Imagine if I my account were untitled with my high ratings, it would look suspect to many. I find it better when the opponents know that they are facing a titled player.
The verification procedure might take some about 10-15 minutes (plus about one day before the title gets confirmed) and some identity card, and some people might have their legitimate reasons not to go through it.

  • Suppose you are World Champion GM Gukesh and you intend to surprise your challenger in the upcoming World Championship Match by playing the Pirc Defense, like Fischer and Korchnoi did before. In addition to analysis and maybe secret training matches with seconds, you want to play online to accumulate experience.
    Then GM Hsekug is not as effective an account as 3141592654. It is better to let people think you are an engine user.

Actually I play a lot anonymously and I am very, very sure that I play often against titled players in the range of 2300-2400, yet also anonymous. However, engine users play often differently and players who have no clue but were plain fast are also different. As a bottom line, yes. Titled players gather here untitled.
