Its an inaccuracy according to analysing program, but it looks tempting to take this pawn, with a lot of counterplay for black. Unluckily he didnt saw that his h3 pawn is hanging after 16... Qd7 and the end was near.

7... e4 looks attractive but furthering the lines is disappointing. After 10... Qd4+ White can choose between going for an endgame with 11. Kf1/e1 Qxe4+ 12. Qe2 which looks equal, or even sac an exchange with 11. Kf3 f5 12. Bd3!? Qd5+ 13. Kf2 Qxh1 14. Qh5+ g6 15. Q to h6, g5 or h4 which doesn't look that comfortable for black.
The position after 7... 0-0 shoud give more than that.

Not sure what's tempting about ...e4. 0-0 is the better move. Safe, simple, and clean. I will choose e4 if I was playing bullet but Rapid or Classical, I would pick 0-0.
...e4 is ugly in longer time controls. Even the engine agrees on it. It's not a losing move. Against longer time controls, I won't even be tempted with e4 but in Bullet I will pick e4 quickly.
To me it looks like some waste of tempi especially playing Black. Castling seems like a must.
