When I did a Simul many years ago on 25 boards against Middle Schoolers 11-13 years old who played chess everyday ... I played 1 e4 on board 1 ... 1d4 on board 2 ... 1 Nf3 on board 3 ... 1 c4 on board 4 ... 1 e4 on board 5 1 d4 on board 6 1Nf3 on 7 & 1c4 on 8 & kept roatating untill board 25 where I again played 1e4 ..................... They were unable to copy anyone it seems to have worked .

This is a surprisingly worded question from someone rated 2k+.. If you're asking for ultimate objectivity, obviously e4 should be stronger. And on that note, 1.e5 is the most critical reply to the English opening

Both are good. In my opinion, e4's better.
It all depends on you. What is your plan? Which one are you more comfortable with? Which one d'you know more theory?

No matter what White plays on first move, the result would be a draw with perfect play since chess is believed to be so.
And even a4 is not that bad with respect to e4 and c4.
So, there's no stronger move.
All are equal but statistics might tell you which leads to win more often from the database.
