As many times, I just had experience where opponent in loosing position leaves a game. On my surprise, he already started new game while leaving me to wait 10 seconds till the end of our bullet game.

Can it be prevented like if you have open game and status abandon the game , to not to be able to start new game ?

Yes, it can be stopped. When a player opens Lichess on new tab after closing the current game tab, Lichess gives a pop-up named "Hang On, you have a game in progress. Join. Resign"

But, if that player's turn is over, that player can start a new game.
