Chats in Swiss tournaments are closed and you can't write there. In arena tournament chats and club chats you need to scroll from the oldest message in the chat to the most recent one. This is a bug, please fix it, it's inconvenient. Thank you!
You can't write in the chats because of https://github.com/lichess-org/lila/commit/b10bb1f2e151ee6ea63103dbec0b87f5089cc815 ("prevent chatting in event far in the future").
The bug that you have to scroll down from the oldest message should be fixed by now - https://github.com/lichess-org/lila/commit/608de8c067ab4196cbe0b24e29dd6c172a7c00cd
