I think the question is interesting. Suppose you could promote a pawn to a 2nd king that can be taken like any other piece. In fact, auch a piece exists in chess variants such as courier chess.
I think a second king is worth slightly more than a minor piece, but I would prefer the bishop pair Vs king + knight.
