You can reopen accounts, unless they are banned in which case your email is voided and cannot be used again. OP said "this email was already taken" when he/she tried to reopen, which means that the email was voided and the account banned.

@CrazyCrushing as said in #9, if you yourself closed your old account and can't reopen it. It might be because you are using the same email address? Lichess has a guideline that says you can only have one account. (Unless you have been given special permission to open a second)
No, Lichess allows you to have 2 accounts, for specific reasons. But lichess just doesnt want too many accounts by you.
If you closed your account, you can use your email again. But I am pretty sure you have to close your new account in order to reopen your account.
Also, you can use more than that, for bot accounts. just not too many :)
