In one of my tournaments some issue I don't understand appeared. One of the players made draw in 21 move, but that draw was no¨¨t counted for final results. The game before that one he lost and before he did stalemate. Why did it happen?

I know that draw until 10 move does not count ant series of draws aren't counted. But that one was only second draw after last win.

Draw streaks: When a player has consecutive draws in an arena, only the first draw will result in a point, or draws lasting more than 30 moves. The draw streak can only be broken by a win, not a loss or a draw.
This is the reason why that happened.

I agree with @Nihongo-san that the result conforms to arena rules.
But I also agree with @klacek that this rule makes no sense in this case. The rule is probably designed to avoid players trying to make many points quickly by offering draw in every game after 11 moves. But the case described is completely different.
Losses, esp. after many moves should break the streak. Draws by stalemate or insufficient material should break the streak. Draws by perpetual check should breakt the streak. The rule only makes sense in my eyes for draws by agreement.
