The problem is that you have to imagine, for example, a 15-minute match per person. Adding one queen means three minutes less... So they can each play four queens, which turns it into a blitz game, and it's a mess. We can also imagine the scenario where both players want to create an army of pawns; in 15 minutes, there are a maximum of 45 pawns EACH. So it's clearly impractical, but it's imaginative.
