Well, I tried it. IGAM11 took all the pawns and lost on time in a three minute game. I was losing but a lot of swindle opportunities appear to exist in this Greenland Gambit. But if our man has his way, it might have to be renamed the Trumpland Gambit. Fortunately, he seems to have forgotten about the idea.
Update- now 2-0 with it. Certainly more fun than my usual 2.d3.

I remember studying against the MJ gambit which is similar, except I believe instead they choose to play 4.Nf3 instead of 4.Bd2 where the idea is to aggressively develop the dark squared bishop.
