Question 2 in the flowchart should be "Has the player completed events with at least 30 rate games?" The difference is that K does not drop to 20 immediately after your 30th rated game but only after the event (tournament) where it happened. In other words, K factor stays the same through a tournament even if you reach 30 rated games in the middle of it.

@mkubecek Thanks for sharing that input. I could not make this out going through the FIDE website. There are finer things one gets to know with experience. Nice of you to share this !
