FYI my strongest time control historically is rapid ( 10 + 0 ), my usual percentile on chess sites in rapid is >99%, I just don't have the patience for it any more, may be in rapid I would not play like 1. c3

If black can play 1 e4 c6 or 1 d4 d5 2 c4 c6, then white can surely play 1 c3 in rapid and classical.

Is the knight really better at f8 than at f6? Is it worth 2 moves to put it at f8?
Is the other knight better at b8 than at f6? If not, is then Nb8-d7-f8 not a better use of two tempi?

knight is better on f6, but more difficult to crack up in short time if it is on f8 ( knight on f6 is subject to all kind of pins, can be attacked by a pawn, even taken by the rook if f file opens up )

To reply on the side remark:
There may be less bullet players, but im almost sure they play more games. As such the number of bullet games is probably higher than that of other time controls. (And in general, the shorter the time control, the more games I would expect per player).

One challenge I would like to lay to the starter of this thread:
Sure, perhaps you manage to limit the damage or perhaps it is not easy to exploit the opening. But what do you gain? Actually, the opponent just played normal moves, and was almost using the same (small) amount of time in the opening as you, so it did not really give you a time advantage.

The time difference mainly started to grow in the mid game. (Of course you may still argue that you consistenly get into a midgame of the same structure, and thus can play it faster, but I don't know if that was your point).
