Why do i never play titled players? is 2150 to low or what?
2140 is not low, but most titled players play no rapid or classical online, only blitz and bullet.
The top rapid players list goes down to just below 2300: a couple percent of the players at that level are titled. You could reasonably guess that ~1% of the players around 2200 might have titles. Not to mention that you'll face some 2300s as a 2150 anyway, unless the titled ones are using narrow rating ranges.
So there's a chance, just not a very high one.
Everybody is a gm or will tell you so
You could try joining a team and play in the rapid league, bigger chance to meet titled, the higher the team plays, the bigger chance... Shields also give more chance to face titled. I must confess I was never hoping to face titled players, I did face enough but to me equally rated players are way more fun.
You'll have better chance to face titled players if you play more in tournaments as said by @Druismat. In the pool it's rarer, generally only in blitz, Bullet, and ultra
