At what rating level can people find this mate under 27 sec ?

I would have played Bf8 without finding a mate because it seems to be the best mate. If he runs forward at least i win the queen and rest should be ok with 27 sec left. If Kg8 then Bh6 mate. With not so much time left 8 moves to calculate maybe too much. 2-3 moves is ok for me with not so much time
