The machine commented harshly ("??") in connection with your choice of 23 Rh6, but that does not seem to me to be a big concern. After all, you still apparently had a nearly 4-point advantage. Indeed, it appears that you had perhaps a won position from move 17 on. I would suggest greater attention to 13 h4. ("?! (0.61 --> -0.05) Inaccuracy.")

I wouldn't call 13 h4 a tactical mistake. Apparently, there WASN'T an effective quick tactical strike available at that point. Also, 13 h4 wasn't a tactical loser, but, without an actual tactical winner in the offing, perhaps it was not a good idea to weaken your potential for a safe O-O. You might have ended up with some exposed-king difficulties if Valeron-Champ had played 13...c5.
The machine thinks that you should have gone for 13 Ne4 Be7 14 O-O.
By the way, you only used about 7 seconds to choose 13 h4. You played your first 13 moves at an average rate that would have made sense if you had expected the game to last for 94 moves. In a 25+0 game, you could average 16 seconds per move and have enough time for 93 moves.
