Why do i win against higher rated players but lose to lower ones?

I just started to play higher rated players and i have already gotten up to 2143 and was at 2111. Can someone explain what is happening with my opponents?

• You play against a higher rated player, expect to lose, give it your best effort, think carefully, win.
  You play against a lower rated player, expect to win, take it easy, play carelessly, lose.

This web site like others favor the weak beginners by giving them big rating for betting other weak players.
Then they start playing better players and lose and whine about cheating!

Yep, it's a fairly common occurrence (and tpr has hit the nail on the head).

In one of my first tourneys I beat a 1904 and a 1916 (and almost drew R + B vs R against a 2042). But then I drew a 1497 and lost to a couple of unrateds (and that was the only point that one of those guys got in the whole event!).
