The old ToS did say only one account, but to my knowledge that was never strictly enforced in practice. The current ToS does match current practice rather well
Multiple accounts - Having more than one account is not allowed, barring specific circumstances. For example, titled players are automatically entitled to one "public" account, for play in certain prize events hosted either by Lichess or another tournament organiser, and one "private" account, for casual play online whilst still displaying their titled status. Untitled players can create a second account for similar reasons, with some examples including having a private account to hide opening preparation, playing "blindfold" games, or playing games with any other self-imposed impairment. Creating an excessive number of accounts (typically any more than three) will generally not be allowed, regardless of reasons. Creating and closing multiple accounts will also be treated as contributing to this maximum number. As with all other rules, the specific circumstances where multiple accounts are allowed remain at Lichess' discretion.
A common example would be using a seperate account to berzerk in arena's.

Last Marathon tournament I played 200 games and beat several players above 2000.

@Royals_Fan22 well done but 2000+ and 2400+ are completely different levels. Also your best rated blitz win is below 2K. I have several wins at the 2200 area but I was also able to reach 2K myself multiple times without being able to stay there. Anyways, I think that's enough. I still believe that the stats I'm referring to are weird but in the end I should focus more on myself I guess.

what matter ONLY is the difference between rating @Royals_Fan22 blitz is only about 1100, bullet 1300 and he still won in marathon someone either 700 or 900 rating point above. Which is fare less likely than winning someone 400 points stronger. Part all this could berserking by the stronger player.

Technically the rating does matter, too: rating difference only tells us the expected number of points per game, it's agnostic as to how the points are distributed between draws and wins. Stronger players tend to draw more often, so it's harder for an IM to beat Magnus Carlsen than for a 2000 to beat an IM, even if both are going to score 1 point in 11 games.

I play atomic which has a massive skill curve, and yet I have all of my best wins on people 600+ points above me, after only 3k games. It isn't unusual for people to beat players rated much higher then them, it will definitely happen over time.

I assume someone is sandbagging when they have a < 2000 blitz rating and a bullet and/or rapid rating of 2300+. I just block them so we can never get paired against each other.
Some players may think I'm sandbagging because my rating has moved up and down. My rating tends to fluctuate because I play when I'm way too tired. I also have a combination of decent theory and lots of blunders. Sometimes I beat higher opponents in blitz, but I also lose a lot to lower rated players. In 35,000 games, I've only won half a dozen arena tournaments.
Just because something looks different doesn't necessarily mean a player is up to no good.

@Xellrael, thanks for your reply, but it would be much more helpful if you commented on a specific example. I brought up a few in my previous replies, but I haven't received any specific answers.

You can win not only by outplaying your opponent, but also by flagging or resignation.
Your opponent has an emergency at home, their cat jumps on the keyboard, they hang their queen by a mouse slip, or their connection drops because of heavy weather.
If you play enough games against strong players, these things will eventually happen, and you'll get a couple of high-rated wins.
