It is considered cheating. There can be many different reasons why nothing has been done.

Indeed. Players say a lot of things in chat, and we do not usually take their word for it.

Please do not report someone for cheating because you heard someone claim that they cheat. Only report players that you suspect yourself, independent of claims made by third parties.
Yea it doesn't seem like anything was done, so I guess Lichess doesn't enforce the rule much on people having their stronger friends play on their account, especially since he admitted to this in lichess's own chat. Oh well, now I know some rules are enforced more than others :D
