When will be possibly Lichess have chance to grant and give to players Cerficates ,when they achieve certain levels. National Master, International Master, Grandmaster and International master ? Can there be additional certificates for players, who have played long time. Lichess.com and Chess.com should together start to speak and slowly claim to get such licence. It could help players get their chance to be position, where they should belong. Great tournaments could get bigger values in the world, if all good palyers can play together.

"National Master, International Master, Grandmaster and International master ?"
- Those apply only to classical time control.
"players, who have played long time"
- There is no merit in that.
"where they should belong"
- There are ratings for that.
"if all good palyers can play together"
- All good players can and do play together: when there is money to win, they play.

Only FIDE, as the global chess federation, awards titles, either for OTB or online play on their Arena platform. I'm sure they will not allow anyone else to have the same power.
The cheese is here to make money. If there's enough demand, they'll figure out a deal with FIDE that is financially profitable.
Lichess is free and goes its own way. I doubt FIDE would allow it to give titles without anything in return.

Fide gives fide titles.. National organizations give national titles. Both fide and national titles usually cost a bagillion dollars to play in tournaments and travel. Lichess gives infinite enjoyment and consistent dedication. I am grateful for everything that Lichess does and could not care less about titles here.

To become a FIDE online GM is not expensive.
You need to register on Arena, $55 a year. You need to maintain a 2000 rating level for 50 rapid or 100 blitz or 150 bullet games. That entitles you to the title for life and a signed certificate from the FIDE president.
Note the player base on Arena is much smaller than li or cheese and ratings are deflated. You should be at master level to reach 2000.

giving titles online would be silly. of course it can be done but to what end? no one cares fide arena titles. adding more stuff no one cares would moot.

The option is there for those who want it and those who mock it have neither played on Arena nor have any title. Now that Turlov is FIDE president, I am sure he will push for Arena to be improved and become a serious competitor to other online platforms.

given that
- arena has existed for long time has not gained foothold why would anything change
- is not operated by FIDE it merely licences it's name to operation company (World Chess Plc). FIDE chair has little to do how the arena manages its business.
- chess.com has best possible URL in that business.
- monetising everything like arena is doomed. In internet the threshold price tends to zero. playing is free even very commercial sites as that is the only way to get enough players to join to have functional site.
- existing way bigger players are so much bigger. chess.com more than 100 times bigger and lichess way more than 10 times bigger. it will remain in marging.
fact that arena is marginal shows that just getting your online rating to your fide page and possibility to get online titles does really matter. what matters is existing player base quality of software. Dunno how they are doing in latter but size ....
