I saw an account, no red flag, but has a ? in front of bullet rating (only the bullet) while +10k games played. What ids this ? mark

Maybe he hasn't played enough bullet games to get rid of the ? mark, even though he's played 10k games overall ;p

To remove the question mark (?), that member's rating deviation must be less than 110.00 (RD < 110.00). You can see this RD in anyone's profile page by clicking the specific time control you're looking for. For more info, visit https://lichess.org/faq#provisional
Whomever is having a lower RD, then their rating is more accurate. When someone's having higher RD, then their rating is not that accurate. The lowest possible RD on lichess is 45.00, and the highest is 500.00!

Actively playing decreases the RD, and inactivity leads our RD higher over time. So his RD might have crossed 110.00 due to inactivity.
That's the reason for that question mark (?), no matter how much games he/she played.

They couldve not played enough bullet or if you haven’t played a time control in a while u also get that ? Mark.

Depending on the number of games you've played, it might take around a year of inactivity for your rating to become provisional again.
I'm not sure if it even depends so much on the number of games already played. Even if you have a perfect RD of 45, if you pause for a year you will be ? again. No matter how many games you played before.

Well. I haven't played Bullet in a while for example. So It's gonna be 2800?. (Well, I do not have 2800 in bullet, just an example)

You've paused for about 10 days, that's faaaar from what it takes to be provisional again.
Look at my variants, they're a much better example.
