Gukesh-- we dont know.
Otherwise, I was thinking Lasker who was extremely strong for a long time, Euwe whose peak was short but legit #1 and Spassky-- who came closer to winning vs Fischer than the score indicates.

Steinitz, since there were no ratings in his time. After he became world champion, he did not play in many tournaments so his strength is hard to gauge.

he wasn't technically a world champion, but Paul Morphy. probably the first great attacker

Who is Paul Morphy underrated?? If anything he is overrated. He is viewed as having been in a class of his own, and s far ahead of his peers that he was unbeatable, and some sort of legendary god of attack... The first part is probably true. The second part is mostly just an impact of the first. The reality is that his attacks were more him punishing obvious mistakes than anything else.
Now, I am not questioning that he is one of the all time legends. He is of course... But I dont know anyone who thinks differently, so I do not see how he can be considered underrated.
