Public shaming is forbidden. If you think someone is cheating, just report them.
im not trying to shame though if theyre cheating shouldnt they their account be brought to attention? if theyre not cheating they have nothing to worry about...
...
well chessbrahs are streamers/youtubers (i think) so they will commentate on whats going on in their mind, you're just a player, so you put your thoughts into a text message and send it to lichess, and you ask lichess'es opinion on wheter they were cheating or not, not the player's

@Tictactotactic if an account is suspicious and you want to bring attention to the cheater (that is, notify Lichess of the cheater) use https://lichess.org/report
If you (for some reason) want to make fun of cheaters, or publicly shame, you're not allowed to do so within Lichess.

you're allowed to tell lichess, but you're not allowed to send hate publicly by accusing them as you can never be sure they're cheating

It is kinda like drama. You don't want people to spread secrets about you that you prefer to be kept privately. Same thing as Public Shaming, you shouldn't spread news about whoever is suspicious

its not unreasonable to wonder about suspicious accounts with like 100 games played but theyre at master level
