A glitch that breaks the FIDE rules about time running out

According to FIDE rules it is a win if there is a sequence of moves that leads to checkmate, but in some positions, there is no legal path to checkmate, but one side still wins.

An example is this position: 8/4k3/8/p2p1p1p/P2P1P1P/8/1K6/8 w - - 18 10.

There is no way either party can achieve checkmate, but one side still loses if time runes out, even when FIDE rules would say otherwise.

While it's a real problem, I would not call it a glitch. Glitches are transient.
