i offered a draw , i lost rating and he gained rating , shouldnt it be that both players stay at the same rating ?

If you force a draw out it a higher rated player you get some points. Makes Perfect sense.

If I draw against Carlsen, then I gain 10 and he loses 5.

its 1 rating does it rlly matter that much

FIDE I am at K=20 and Carlsen at K=10. Expected outcome is 0 for me and 1 for Carlsen.

No, Lichess is right. You drew to a lower-rated opponent, so you lost rating and he/she gained rating. If you keep drawing to this person for eternity, both you and them will eventually have the same rating, which makes sense.
Picture a 2000-rated player drawing to a 1000-rated player. Although the match resulted in a draw, the 2000-rated player lost points because they drew to a person 1000 points below them and vice-versa. You can’t just expect for both of them to stay at their same rating!

Fairness has nothing to do with it. It's a simple math formula called Glicko-2:

I think this is fair. Analyse your game with the strongest Stockfish on Lichess, increase the search time, and also increase the number of lines that Stockfish will show. I think at some point white may make a blunder because his rating is not good, and maybe you would have won because he just can't make all the brilliant or good moves, and you offered a draw. So maybe the Lichess rating system detected some good moves and may have seen a winning edge, and also because his rating was low, it happens with everybody.
