No, ask @threesadpandas how they got them and it will be a different case. All you have to do is contribute to Lichess with Github (Don't ask me how, ask @threesadpandas) and they have to get recognized by Lichess for the dev badge.

Yes, that's exactly what I said. You didn't do that, so you don't get the badge. Making a GitHub account does not constitute contributing to Lichess (I am not sure how you even got that impression).
