This is a common thing some chess players do, that find themselves in a losing position, or they are just tilted, and instead of having the decency to leave the match, they decide to let the clock run out. Now I play on 5+0, so it isn't the worst thing in the world, but I can only imagine someone who plays 10 min or 15 min matches.
I don't think this should be a bannable offense, but it should definitely yield a greater loss of points or slower point progression if you behave in such a manner

Rating is not something to pay fines with, this will just make them underrated.

Yeah it's kinda annoying when you're clearly in a losing position. Some players just let the clock run instead of resigning and starting a new game ;p
