A draw offer that cannot be declined is a draw claim.
An incorrect draw claim is a draw offer.
Once again. There was no draw offer from the black according to the move list. No draw offer no claim. It's only logical.

I do not see any draw offer in the move list. Still a bug?
Its a bug in displaying what happened in the game.
The draw offer should always be visible in my opinion.
Take a look to the exported PGN. It say "Insufficient material" only.
Edit: The FIDE online rules of chess tells us:
8.6 The playing zone must record the offer of a draw next to the player’s move when the draw is offered.

How can I report it in official way? Everything I find guides me to FAQ.

The move list lists the draw offer that cannot be declined as a draw claim.
So it is a bug, because it should be visible. If there had been no draw offer there would not have been any "draw claim" in the first place. So there should be an annotation 1/2? beside the last move.

Does the move list usually record when people offer draws in normal games?

From a rated game of you one year ago.

From a casual game of me yesterday.

Thank you, does it show on previous moves if a draw was offered and declined, or just when it is accepted?

"So it is a bug"
- No, it is no bug.
Black offers a draw.
White cannot decline, as white has no series of legal moves to checkmate black.
So the system automatically accepts black's draw offer as a valid draw claim.

Still didn't show the original draw offer that was commuted in a draw claim.
In that sense I think OP say there is a bug, in how events are displayed
