There is a reason for each change probably.
It would be fantastic if there would be an option in the user settings - to keep it at the bottom - for the players who would prefer this. For example it might be easier for some players to look at the bottom of the screen.
So while the most players would prefer the current new setting, some players might prefer the previous setting. So such kind of an option would increase a lot the flexibility for everybody

Well, not everyone can install lichess tools, and Orion browser on IOS as I said before, is extremely glitchy unfortunately :(

That's correct, with previous placement the friends list was not accessible (displayed) on smaller screens, so on mobile devices, and moving it the top nav allow us to display it. From UX perspective it's also should be an improvement, since all live activities are grouped together in the same spot of the screen.

As with any new option, it would be nice to have, but it adds the maintenance cost, and makes the code complex and more prone to issue, since we need to apply further changes to both displays, and test everything in both display modes. That's why we try only add new settings when it's absolutely necessary.
