As the title suggests, I think this would be an interesting experiment. Nothing else would have to change within the Lichess ecosystem.
I propose an RD limit of around 50 in order to help prevent sandbagging and limit the impact of secondary accounts whose ratings may not reflect their users’ true playing strength.

What do you mean by rating deviation? Do you mean someone's rating moving up and down in one mode (i.e. blitz), or do you mean their rating across bullet, blitz, rapid and classical?
My highest and lowest blitz ratings in the last 24 hours have spanned 100 points. I'm not losing on purpose; I'm just a sloppy player. Does sloppy play mean I shouldn't be allowed to play in tournaments?

@Xellrael, not at all. Your blitz RD is 45, which indicates that your current rating is a reliable estimate of your playing strength.

@Xellrael, in contrast, your rapid RD of 230 is far too high! Under the experimental format I'm proposing, you wouldn't be eligible to participate in a rapid arena unless you lowered your RD to meet the tournament's requirements.

It's been six years since I've played rapid. My rating is 2100, and the highest rated opponent I've beaten is 2137. The high RD is almost entirely due to the time away.
You're therefore proposing that returning players shouldn't be allowed to play in tournaments.

@Xellrael, that's a serious drawback of my idea, but you could lower your RD by playing some games before entering an arena, or simply play in a regular arena. My proposal is to introduce RD-restricted arenas as an experiment, without making any changes to the existing tournaments.
