So my BOT faced another rated bot and they drew but it didn't get the rating points but the next game with the same Bot it did get rating points for that game not the first. My bot @TilesBot.
Here is the result for my Bots profile page:

The problem is that the Rating points are not adding up sometimes even if the game was a rated game.
Thank You!

Can someone tell why this happened?

There are 2 reasons.
- Rating change depends on rating deviation RD. The player with more RD loses or wins more rating.
- Lichess favors black. A black win or draw yields mora rating gain than a white win or draw. It makes no sense, but that is how it is now.

But the bot vs had a big rating difference.
But the bot vs had a big rating difference.
3030 draws vs 2840.
3030 draw with black yields no rating gain or loss.
3030 draw with white yields 5 rating loss for 3030 and 8 rating gain for 2840.
That is because of the black bias on lichess now.
2840 gains more than 3030 loses because 2840 has a higher RD than 3030.
It is a bit similar over the board, with exception of the black bias.
If I draw with Carlsen, then I gain 10 (my K = 20) and he loses 5 (his K = 10).

Are there any regulations for bot-vs-bot to prevent abuse, just as there are regulations for human-vs-bot?

Ratings are displayed down to the tenth of a point. They might represented internally even more precisely. It would be pretty darn rare for both sides to get an adjustment of exactly zero. I'm more inclined to believe the game went unrated.

yes. if the same opening gets played over and over again, there is no elo change, I remember seeing that in a thread so i will look for that.
