This is a known problem (if not well-known). I think it is unavoidable griven the crowd sourced way puzzles get their ratings. Can you suggest an alternative?
We used to be able to downvote puzzles, which in theory could result in their review or exclusion; but I guess that mechanism was removed.
@Marshall7593 you know that the puzzle's rating is determined by who solves it, right? Thousands of 1300 puzzle rated players solved this and thousands didn't. @mcgoves you can still downvote puzzles, it's just smaller in the bottom right.

The point is they didn't really solve it, they just guessed the best move. Check whenever you can...

It doesn't nees to be. Solving could mean actually solving the puzzle instead of guessing. Anticipating opponent's replies, calculating the lines.

That's how it's supposed to work, but they are low rated puzzle solvers solving a low rated puzzle.
