The Senate vote on the Bill to ban TikTok was 79-18 and was co-sponsored by Elizabeth Warren. So it's kind of weird to say this was a MAGA thing. It was bipartisan.

TikTok isn't coming back to the USA unless it is sold or the bill is repealed. The fines, according to the law, for failing to enforce the bipartisan bill are $5,000 per user per year for up to 5 years. Even if Trump does not enforce the ban, the next President after Trump might, and neither Google nor Apple wants to be staring down the potential of $100 billion in fines when the next President decides to enforce the ban.

Ain't happening. Even if Trump tries to repeal the law, he doesn't have the votes.
