In terms of lethality, a nuclear weapon would be just as lethal to a single individual as a pistol shot to the head. In terms of pain, biological weapons or extremely painful toxins would be the worst. But I think an obscure contender would be an overdose of haloperidol, which would cause you to feel like nothing is worth it and sit around motionless till you die, literally.
