He's a GM.
If a 1600 ELO can get to 3000, I think a GM can surely get to 3700
PS: I believe that he solved casual puzzles towards the end.

If you check his FIDE Profile, you can find that he is a GM. And if you solve easier puzzles, it is feasible to solve 96 puzzles correctly.

And having ~2000 in classical but 3000 in puzzles doesn't match either.
