they downgrade it right ? , every modern smartphone can shoot in 1080p+
and the clip always has both sides cut off to give only a narrow view
i think often they are low res so people cant be identified , but that cant be always the reason

Slap the vid and ask to get higer resolution
Most cameras I think get a lower resolution the more you zoom in, the person filming probly doesn't want to get tazed by the popo.
