If you mean about board control. Go, shogi, Hnefatafl.

Those are the closest to it that i can think of, unless you count chess variants.

Stratego or Games of the Generals is closest to chess. The Flag is like a king and can be checkmated. Generals act like queens. The Spy is the most unique piece and can be taken only by the lowest Private.
