Can the biggest cash tournament be like a sheid one which are held in lichess. It would be a great idea like there is a turnament of 15 and would be organised and at the last ho is with the shield gets the cash prize .

A big inner team tournament with 30-40$ prize fund with category prizes and remaining money for other petty projects! Hopefully it helps! :)

You are right...There are many Sandbaggers.
But you can do one thing.You can ask their fide id and rating and check thats not more than 1600 maybe,cause players rated 1600 fide are not having rating less than 2100lichess rating i think.

You can create a team and accept players who meet the above requirements.
And then do the inner team arena or swiss!

You should do arenas with prize funds of $5-$15 for lower (U1700, U1600, U1800) rated players.
