General principles for setting next Seasons League structure:
1. Promotion and relegation applies first, in line with the Season 12 rules.
2. Placement within groups applies second, in line with the Season 12 rules.
3. Where placements between Groups needs to be sorted, rating applies.
4. New players will be inserted at their rating level, however so that in groups below them there can't be any "promotable" Season 12 players with a higher rating than them (some underperforming exceptions may occur down the Group)
5. New players will never be inserted into Group A. Returning players might be inserted if a vacant spot naturally opens up and the player previously played in Group A.

** Due to weaker newcomers and replacements, the following players have been promoted:

*** 8th in Group B has voluntarily dropped to Third Level
