He just got a mark on his account that he violated the TOS.
Normally people with inappropriate usernames get their accounts closed.

Yeah, when you start an appeal case, @Lichess can take up to 72 hours(3 days) to respond back. @Lichess cannot just appeal people after the accusation. They must ask questions and confirm their suspicions which can take a very long time and if not guilty the user may be free of violation of Lichess Terms of Service(TOS). Just remember that Lichess may ask multiple questions and up to 3 days for a reply. That is why it takes a long time for some to appeal. I hope this helps :)
