I noticed that the RK team Hourly 3+2 Arena systematically occurs at the exact same time as the default Hourly 3+0, which needlessly splits the already small player base between the two. Is there anything the Racing Kings team leaders can do about it, or is it Lichess that schedules those tournaments (this being an "official" team, as far as I understand) ?

Yes, team leaders manage tournaments in the team. I removed one of the 3+2 tournaments from schedule, so I hope now issue fixed. Thank you
