No, this is a 4 team league (also you're unlikely to form a team that can compete with the ones already announced)
You can apply for the Challenger league though.

Registrations of new players will close today at 23:59 UTC, as we have already finalized the Elite league teams, and are in the process of finalizing the Challenger league teams.
