I don't understand. The president can make his own decisions -- including decisions that violate the text of the charter. So what's the point of having the document?

I haven't read the whole thing, but here's another issue I noticed:

3.3 " The IAF rejects any kind of discrimination against a private person, group of people or a country on account of... national... origin..."
3.6 "Some limitation of rights can be made for the national antichess teams of those countries whose hostile activity are condemned by the United Nations or any other internationally recognized arbitration body."

Will the IAF discriminate against a group of people on the basis of national origin (i.e, a national antichess team)? If so, section 3.3 has to go. If not, 3.6 has to go.

Noone can violate the Charter as well as any other IAF regulative document. See 6.10
Moreover, any President's decision as well as any other IAF regulation or rules must be consistent with the Charter. See 1.2

I don't see contradiction betwiin 3.3 and 3.6.
3.6 allows IAF to made some limitations a national team if its country is official condemned by the world community.
Thist is not a discrimination on national origin.
This is limitation on the decision of UN. And such matter is a common practice in the sports world.
Moreover, none says that IAF must do it. IAF may do it.

6.10. All IAF members, bodies and officials must observe IAF rules and regulations.

Yes.
The President is an IAF body (see 5.1).
IAF rules and regulations include the Charter (see 6.1).
So, according 6.10 the President must observe the Charter that is do not violate it.
