11.1, you mean this?

Yep... its a question of judging the intent, but depending on context (for example, if one of the players had admitted in writing that the goal was "bullying"), I could certainly imagine imposing 11.1 penalties on that person.

It's just a technicality of the FIDE rules that you have to resign if you want to force a draw in a(non-dead) position where it's impossible for you to get checkmated.
So if I was KQ vs K, and I resigned, its a draw?
Yes, under FIDE rules (I wouldn't try this in online chess).
5.1.2 The game is lost by the player who declares he/she resigns (this immediately ends the game), unless the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves. In this case the result of the game is a draw.
...even if the action is technically neither a draw offer nor a draw claim.
Then what is it?
Resigning, since that's the FIDE way to get a draw in that position.

"that's the FIDE way to get a draw"
- Offering a draw or letting time run out also leads to a draw.
If you cannot checkmate on the board by any series of legal moves, then you cannot win in any way.

-Download the chess rules and read them.

A draw offer can be declined. Letting your time run out takes time. If you just get up and leave and act like the game is over, the arbiter could decide to award you a loss (while still only giving the opponent a draw). Resigning gets you an immediate draw, 0-1 questions asked ("Can you prove that the opponent cannot checkmate you by any possible series of legal moves?").

This is not the way to spread the gospel.
When I decide to stand up to tippy tappers I just put the king in a box, promote everything and let my time get low before checkmating. This offering a draw they don't have the reaction time to accept bit seems risky, something they might even be fishing for.
