Magnus. He simply has the highest ELO, and has dominated all formats. K is an all time great, but he just is not Magnus. He is the greatest.

You make a decision based on Elo? Guess what, the FIDE rules for rating calculation keep changing. You cannot compare Elo from different eras.
There were definetively a window around 2010-14 were Kasparov were capable to face Magnus. Bottom Line
A casual or exhibition match around 2010–2011 would have been the most realistic window.
