apparently its not very challenching and most people want to play someting more active , but why is it not active ? , it unpins the knight and avoids doubled pawns

Errm actually!
It has been played by 2.7 million times, It IS popular, BUT, Bd2 blocks the queen and puts the bishop on a passive square, best move was Qc2, same Idea, avoid double pawns
I use screen keyboard cuz my real Laptop keyboard doesnt work effectively :(

bd3 the usual development square for the other bishop would also block the queen , the square is a bit passive but it unpins the knight

bd3...
But Bd2 ıs ınsanely passıve and does nothın, Bd3 also blocks the Queen but we have lıke Bc2 or Qc2 hıttın the h7 pawn, but Bd2? thats so passıve and yorue basıcally reactın to your opponent's threat "offense ıs the best counter" but hey, at least ıt unpıns and ıts Equal

the engine says both moves are about equally good , but maybe i was wrong about it not being boring compared to queen c2

Bd2 looks uninspired but it's solid and there's no refutation. Strong GMs have played it and it's a way to get away from the heavy theory of moves like 4 e3 or 4 Qc2.

You don't realize how dangerous that Bd2 is. Play normally and end up in just a terrible position.

"avoids doubled pawns"
- there is no reason to avoid doubled pawns.
The most critical response to the Nimzovich Indian Defense is still 4 a3, accepting the doubled pawns, but gaining the bishop's pair.
Doubled pawn are OK.
E.g. 1 e4 c6 2 d4 d5 3 Nc3 dxe4 4 Nxe4 Nf6
