In my opinion, giving someone only a 15-minute chat mute for this kind of behavior is far too lenient and, frankly, almost feels like a joke.
This is just the message that shows when a ( recent ) chat message is timed out. Warnings, chat bans or other moderator actions won't show up like that. Think of the timeout as removing the offensive messages from the view of others, it does not show what other actions the moderator team may have taken.

We don't live in a world of instant draconic judgement. We're gladly living in a world with opportunities to learn. Warnings make clear that when you repeat the same offense, your comms will be gone.
It is the moderators' discretion on when to pull the yellow card and when to pull the straight red card.
Also while your first post is verbose enough in itself, it makes no sense to fill double the space by translating it to another language.

The offense is clearly serious enough for more action than a warning IMHO, but the thing is you will not always be notified if action beyond a warning is taken, so don't just assume that no action was taken...

So someone is just getting a warning for firing shots at the whole community? That's a joke... And I assume this punishment completely misses just how sensitive the situation I mentioned above actually is. (It's tragicomic.)

I'm not sure you've understood what the moderator wrote. The message that X has been timed out for 15 minutes does not indicate what other actions will have been taken. So we don't know if it's "just getting a warning" or not. I'm pretty sure communications of the type you describe in your opening post are routinely dealt with a lot more severely than just with a warning.

Yes, I missed that out. Thank you Brian-E. I will delete it.

Still, I think the punishment set should serve as an example to others and be publicly visible (if there really was) , broadcasted right there in the chat. That way, people who act alongside that individual or at least other people who are actually capable of thinking—will learn a lesson from this punishment."

Russians are this way, Ukrainians are that way,”
Pretty much speaks volumes that you want to put all sorts of such communications under instant banhammer, regardless of whether offensive language is involved or not ...
I don't believe this kind of language belongs in a chess community, and I strongly believe that people who make comments like these should face serious and permanent consequences.
Just quoting before you eventually clear the traces ...

Turn off chat, problem fixed.
Play chess in silence.
