Actually this is no random stuff. This is a programming called HTML. Now we know Lichess has HTML codes in it. And Java for graphics.
If you want to know how this appears, go to notepad (if you're in windows) and paste this code and then save it and open it with a browser and it opens and shows the exact way it showed on Lichess.

HTML = HyperText Markup Language
So it's basically a set of conventions and rules on how to markup (aka annotate) text, so that a viewer (eg: a browser) know how to display it.
It's not a programming language and haven't anything to do with programming (even if maybe used by programmer).
It can't execute anything.
That said, my best bet is that some HTML sanification goes wrong, maybe to close some XSS opportunities a side effect in encoding is introduced.

Fortunately this is only a problem for Real Humans. The rest of us robots have no problem parsing HTML.
